Resources can also be purchased for specific projects by the public sector as well as commercial organisations and individuals. Commercial usage will incur costs that take into account market factors and Australian Government competitive neutrality guidelines.

In all cases, additional software or other requirements will be expected to be provided by the commercial organisation, unless a case can be made that a wider community is being served.
